The first edition was prepared in response to the 1986 White House Conference on Small Business which recommended a more focused approach to small business and international trade.The Guide identifies major federal programs designed to assist small business owners to export and the people in those agencies who are able to provide technical assistance and support to small business owners venturing into the global arena. In addition to summarizing agency programs and identifying headquarters and field personnel most able to assist in small business exporting, this document provides a list of speakers from each agency well versed in their own trade programs as well as those of other agencies. Talking points on each program are provided to assist others to speak knowledgeably about small business and exporting programs. An annotated bibliography brings together material available from the Federal Government
