| Tóm tắt/chú giải | This text traces the past briefly, gives an account of the present situation and then goes on to suggest actions for the future. The first chapter starts with the background and the origin of the GATT/WTO systems, chronicles the important events in its history and delineates some visible trends in the system over the past 50 years. The second chapter gives a brief analytical description of the various WTO agreements, bringing out their healthy features and principal dark spots. The third chapter describes the process of the implementation of the agreements and the implications for the developing countries and also for the system. The fourth chapter discusses the new issues knocking at the door of the WTO, including the motivations behind them and the implications for the developing countries. With all this background, the fifth chapter goes into some detail on the processes in the system. i.e., how the system works in practice. It describes how proposals get initiated and are dealt with thereafter, how agreements are finalized, the role of the developed countries including their strengths and strategies, the role of the developing countries including their strength and weaknesses, the role of the WTO Secretariat, etc. It discusses in some detail why and how the developing countries have come out as the prime losers in the system. The systemic problems and those of motivation are also analyzed. Finally, the last chapter emphasizes the need for an improved multilateral trading system that can work for the benefit of all. It suggests actions towards this end at the multilateral level and also at the national level, both in the developed countries and in the developing countries. It also gives suggestions for actions by the WTO Secretariat, UNCTAD and non-governmental organisations (NGOs). An attempt has been made to base the treatment of these subjects on a practical plane rather than on an academic plane, with the objective of giving some simple ideas for improving the system. Once the reform process starts, there may be many more ideas, even better alternatives. The objective here has been to draw attention to the fact that the system should not and cannot go on in its present shape for long. If this text engenders motivation for change, it would have served its purpose. And if it initiates action, it would have achieved much more. The objective of the exercise is to emphasis that the GATT/WTO system should be viewed as an instrument of international cooperation where one benefits from the well-being of one's neighbors and not by appropriating their rightful possessions. This requires policymakers to look beyond short-term gains towards the sustained and stable growth of their own countries and of the other countries as well
